Why this matters
RA 11293 created the National Innovation Council (NIC) to drive innovation policy nationwide. EO 99 renames the NIC's annual competition — previously the National Regional Innovation Awards and Competition, or Filipinnovation Awards — as the Presidential Filipinnovation Awards, raising it to presidential-level recognition.
Who can actually enter
The Order is specific about eligibility: the competition recognizes enterprises and individuals whose innovative products or services are Filipino-owned and Filipino-registered, and which are currently at early-stage commercialization. What a winner receives
The Award is conferred by the President, or by the Executive Secretary "By Authority of the President," in the form of a medallion and plaque bearing the President's seal, citation, and signature. Recipients also receive a grant and/or support, which may take the form of mentorship, coaching, or participation in international events to showcase their innovation.
How entries are judged
The NIC constitutes a Selection Committee that administers the annual search and leads the selection of national and sub-national Boards of Judges, which review, score, and give feedback on entries against NIC criteria. The NIC was directed to issue implementing guidelines — covering mechanics, stages, selection criteria, and awards — within fifteen days of the Order's effectivity.
